EU delays high-risk AI rules and bans nudification apps

The European Union has pushed back the deadlines for its toughest high-risk AI controls while creating a ban on systems that generate non-consensual sexual images.
The AI Omnibus entered into force on July 27 across the EU, including Sweden. Rules for high-risk systems listed in Annex III now apply from December 2, 2027. Rules for high-risk AI embedded in regulated products apply from August 2, 2028.
The regulation also prohibits AI systems that generate non-consensual sexually explicit or intimate content, or child sexual abuse material. That prohibition applies from December 2, 2026.
Not every AI Act deadline moved. Transparency duties for chatbots and synthetic content still start on August 2, 2026.
Smaller companies gain simpler obligations and wider access to regulatory sandboxes. For employers, developers and organisations using high-risk AI, the practical point is to separate the delayed high-risk deadlines from the transparency rules arriving this summer.
